Municipalities need a new deal from their government so that smaller communities don't go bankrupt. Costs of downloaded roads, attracting doctors and trying to deal with increasing homeless populations and the opioid epidemic were never part of municipal costs. In northern communities there are challenges with a tax base that isn't increasing. This is especially difficult for communities under 10,000 people. If Toronto can get a new deal for the province to take over the Gardiner Expressway, it can be done. An NDP government would prioritize making a new deal for Ontario's Municipalities.
